RESOLUTION OF THE CITY OF ALBUQUERQUE RECOGNIZING
THE VIETNAMESE YELLOW FLAG WITH THREE RED STRIPES
AS THE OFFICIAL SYMBOL OF THE VIETNAMESE-AMERICAN
 COMMUNITY IN THE CITY OF ALBUQUERQUE, NEW MEXICO.

RESOLUTION R-04-156



RECOGNIZING THE FLAG OF THE FORMER REPUBLIC OF VIETNAM AS THE OFFICIAL SYMBOL OF THE VIETNAMESE-AMERICAN COMMUNITY IN THE CITY OF ALBUQUERQUE.

WHEREAS, the City of Albuquerque is home to many Vietnamese-Americans who have a positive and enduring impact on the quality of life enjoyed by all residents; and

WHEREAS, Vietnamese-American residents of the City of Albuquerque add to the cultural and historical dynamism of the entire region; and

WHEREAS, millions of Vietnamese were forced to flee Viet Nam in fear of the Communist regime’s campaign of retribution and political and religious persecution since Hanoi’s completion of its invasion of South Viet Nam in April, 1975; and

WHEREAS, the current Vietnamese government is a non-democratic regime that replaced the former Republic of Vietnam commonly referred to as South Vietnam; and

WHEREAS, many Vietnamese-Americans embrace the yellow flag with three red stripes as a broader symbol of resilience, freedom and democracy for the Vietnamese community; and

WHEREAS, the Vietnamese yellow flag with three red stripes was adopted as the symbol of Vietnam Service Medal (VSM) on July 8, 1965 by President Lyndon Johnson through Executive Order 11231; and 

WHEREAS, the VSM is awarded to all members of the Armed Forces of the United States who served in Vietnam and contiguous waters or airspace from July 3, 1965 through March 28, 1973; and

WHEREAS, it is the will and expressed desire of Vietnamese-Americans, residing in the City of Albuquerque, that the flag of the former Republic of Vietnam, heretofore known as “The Heritage Freedom Flag of Vietnamese Americans” be recognized as the official symbol of the Vietnamese American community.

BE IT RESOLVED BY THE COUNCIL, THE GOVERNING BODY OF THE CITY OF ALBUQUERQUE THAT the City of Albuquerque, on this day, formally recognizes the flag of the former Republic of Vietnam, The Heritage Freedom Flag of Vietnamese Americans, as the official symbol of the Vietnamese American community.
