Tuesday's City Council Meeting Very Newsworthy and Historic

Kaiser Street Baptist Church Receives Special Presentation for their 50th anniversary in Garland

The Garland City Council met in regular session, in the council chambers, for their September 16, 2003 meeting. A special presentation was made, before the meeting, by Councilman Dunn, to the Kaiser Street Baptist Church. Councilman Dunn read a proclamation, signed by Mayor Bob Day, commending the church on their 50th anniversary in Garland. Accepting the proclomation was Pastor Sam Holmes. Also present were many of the current members, as well as one member who has been a member of the church since it first started in 1953.

Recognizing the South Vietnamese Flag of Freedom

This meeting was a very special event for the Vietnamese community of Garland. The City Council on behalf of the city of Garland approved a proclamation recognizing the South Vietnamese flag of Freedom as the official symbol of the Vietnamese American community of Garland. Presenting a South Vietnamese flag of Freedom to Mayor Bob Day were Tom and Jennifer Nguyen. Ms. Nguyen stated that Garland was the first city to recognize the freedom flag as the official symbol of Vietnamese Americans. The Vietnamese community held a buffet in the lobby of city hall. There were a large number of Vietnamese Americans present, and they all enjoyed the food as well as the songs and visiting that was done before the council meeting began. The local Vietnamese newspaper and television also covered the event. Also present was the current “Miss Asian America – Elizabeth Dinh”. Elizabeth said that she has volunteered for Mrs. Nguyen many times in Garland. Elizabeth is from Arlington, Texas.

The Council Approves City Manager's Appointment of Mitch Bates as Chief of Police

City Manager, Jeff Muzzy presented to the Garland City Council his appointment for Garland Police Chief. Mr. Muzzy asked that the council approve his appointment of Interim Chief Mitchell L. Bates as Chief of Police for the city of Garland. Mitch Bates received his Bachelor’s degree from Texas A & M and received his Masters from the University of Texas at Dallas. Mitch was valedictorian of his Police Academy class. The Council approved the appointment by a vote of 9-0.

Finally!!!! The Mall Plan and A Date

A joint meeting of the Garland City Council and the Garland Planning and Zone Commission was held, September 16, 2003 – in the Council Chambers of Garland City Hall. It was a regular Council Meeting date, however the Planning and Zoning Commission was called in specifically to vote on the proposed Simon Property development of “The Firewheel Town Center”. A presentation was made by Rod Vosper of the Simon Group and by the Design Architects of David M. Schwarz/ Architectural Services, Inc. Present to lend his support for the Town Center was a representative from Dillards, who will be one of the major tennants of the mall. In his presentation, Mr. Vosper stated that if the council and the Plan Commission passed the requests at this meeting, ground breaking could begin as soon as the first of November 2003. He also stated that a completion date of October of 2005 is the projected date for the mall to open.

After the presentation, the Planning and Zoning Commission held a brief meeting to vote on the request made by the Simon Group. They approved the request by a vote of 6 – 0.

The Plan Commission then retired and the council once again took their seats and voted on the same request as approved by the Plan Commission. They approved it 9-0.
