RESOLUTION OF THE CITY OF NORCROSS RECOGNIZING
THE
VIETNAMESE FREEDOM AND HERITAGE FLAG"
(YELLOW
FLAG WITH THREE RED STRIPES)
As
the Official Flag of
The
Vietnamese American Community

WHEREAS, the
current Government of Vietnam is a non-democratic, one party rule system
of government without rule of law who arbitrarily infringes upon the basic
human and civil liberties of its citizens; and
WHEREAS, Vietnamese
Americans were forced to flee Vietnam in fear of the Government of Vietnam’s
campaign of retribution and persecution after the fall of Saigon in 1975;
and
WHEREAS,
Vietnamese Americans have significantly contributed to the business and
commerce in the City of Norcross; and
WHEREAS, the
vast majority of Vietnamese Americans embrace the Heritage and Freedom
Flag (yellow flag with three red stripes) as the symbol of the Vietnamese
American community; and
WHEREAS, the
current Government of Vietnam continues to harass, interrogate and arrest
individuals advocating democracy; and
WHEREAS, the
current Government of Vietnam has increased their human rights violations
after the passing of the Bilateral Trade Agreement; and
WHEREAS, the
Vietnamese American community can not condone the deplorable human rights
record of the Government of Vietnam; and
WHEREAS, the
Heritage and Freedom Flag has a long history in Vietnam and is a symbol
of resilience, freedom and democracy of and for the Vietnamese American
community; and
WHEREAS, it
is the will and desire of the Vietnamese Americans that the Heritage and
Freedom Flag be recognized as the official flag of the Vietnamese American
Community.
NOW, THEREFORE,
BE IT RESOLVED, that the City of Norcross on this day formally recognize
the Heritage and Freedom Flag as the official of the Vietnamese American
community, and that this flag may be displayed at any city controlled or
sponsored Vietnamese American event subject to the permit requirement of
the City. The City of Norcross encourages county officials and state legislators
to pass a resolution recognizing the Heritage and Freedom Flag as the official
flag of the Vietnamese American community and encourages local school districts
to adopt similar resolutions recognizing the Heritage and Freedom Flag
as the official flag to be displayed in the schools.
